President

Giovanni Biondi

giovanni biondiHe has been President of INDIRE since 2013, having served for a long time as General Director  of the same institute.  He is a member of the start-up group to coordinate implementation of the National Evaluation System, and a member of the steering committee of the IUL – Italian University Line. Since 2009, he has been Chairman of European Schoolnet, a network consisting of 30 European ministries of education.

From 2009 to 2013, he was Department Head for the programming and management of human and financial resources at the Ministry of Education.

Giovanni Biondi was born in 1951. He graduated in Modern History from the University of Florence and began a career as a teacher in 1971. In 1979, he was appointed headmaster.

From 1980, as head of the data processing sector, he followed the development of the BDP – Library for Pedagogical Documentation, acting as its General Director from 1992 to 2000. The BDP was to become INDIRE. Giovanni Biondi oversaw the planning and development of the first Italian school system data banks and, already in the 80’s, created the first electronic data communication initiatives for schools, using public networks, and designed the first website of the Ministry of Education.

He has been dealing with new teaching technology since 1983, the year when, on behalf of the Catholic University of Milan, he held one of the first courses in Italy on the Logo programming language.

Lecturer at various Italian and foreign universities, he taught specialisation and post-graduate courses. He has worked with various research bodies and numerous international organisations, including ETS – Educational Testing Service and UNESCO  United Nations Educational, Scientific and Cultural Organisation.

In 1985, he became head of the Italian Eurydice Unit and, from 1988 to 1995, represented Italy at the Council of Europe for the EUDISED project, the European Documentation and Information System for Education. In 1995, he became director of the Italian Socrates Agency and the following year was among the founders of EUN, a consortium within which he covered numerous important roles. He acted as Project Manager on many schemes funded by the European Union, and from 1996 to 1998 was technical director of the Ortelius data banks, the first official higher education database in Europe.

He followed the development of pilot programmes such as those on automation based on CDS/ISIS software, as well as other software for the conservation and recovery of information on behalf of UNESCO, while also creating training initiatives for international organisations such as the FAO – the Food and Agriculture Organisation.

In 2001 he designed PuntoEdu, an e-learning system to train new teachers. After this first positive and significant experience, PuntoEdu was expanded to become one of the largest distance learning platforms in the world.

He has contributed to many scientific and editorial committees and has worked as director of several periodicals in the scientific and comparative education sectors. He is the author of numerous publications, many of them on technology for innovation in schools and learning environments.
