GIES – Management of Interventions on Scholastic Buildings

The GIES project – Management of Interventions on School Buildings – monitors and documents all the interventions on school buildings financed by the MIUR through the European structural funds, since 2014.

GIES is a project under the umbrella of Axis III of the “PON for schools: competencies and learning environments 2014 – 2020” and aims to increase transparency, interoperability and access to public data.

GIES is an effective tool for e-governance, supporting the institutions in the implementation of refurbishing projects and school building programmes and enabling integrated documentation and financial management of the interventions. It is a flexible governance tool adapting to different management procedures and funding channels, contributing to the renovation of the school building stock of the country.

GIES is also an online environment (http://gies.indire.it) with a searchable database with graphs and charts – translating information into data – which are useful for the observation of issues related to the enhancement of the school building stock. The online environment has also an e-learning section supporting the responsible for the procedure in managing documents and financial reports in the GIES system. GIES will provide the responsible for the procedure with online training modules on administrative procedures related to school buildings and the new Public Procurement Code. Thanks to this online environment, the institutions responsible for managing and financing school buildings in the country (regional and local authorities, ministries and investment banks) can have a detailed knowledge of the ongoing activities. Currently, there are about 5000 monitored interventions in schools.

The GIES system not only addresses the need to document all the steps of the administrative and financial processes related to school buildings on the national territory, but also to enhance transparency, interoperability with the data banks on school buildings, and access to public data, starting from those included in the Register of School Buildings.

Furthermore, the project has supported the call for ideas for the “Innovative Schools”,  referred to in the ministerial decree n. 860 of 03/11/15,  through the website www.scuoleinnovative.it.

Thanks to the skills of Indire’s researchers and trainers, the platform GIES allows immediate access to many data about school buildings and can be a useful tool for policy-makers in order to facilitate innovation in the education sector and the learning environments of Italian schools.
