RESTORATION PLANES

The Baltic is not doing very well because of the pollution with chemical substances and nutrients. A proposal for collaboration between the countries surrounding the Baltic was to halving the pollution. One problem is that the countries that pollute the most are not in a very good economic situation. Furthermore, there is no legal or practical possibility of punishing the countries that does not respect the proposal. In short, the only way to stop the pollution is by changing the attitude towards the countries surrounding the Baltic.
One important sign that indicates pollution in the oceans/seas is when the bottom of the sea is covered with sulphur bacteria, and when this happens an enormous deoxygenation has taken place. A lot of nitrate and phosphate flows into the Baltic and therefore the Baltic has high concentrations of these substances.
In summer, the concentration of oxygen decreases, partly becase of the seperation of the water into an upper warm layer of water with relatively  low salinity, and a bottom layer af relatively cooler water with high salinity. The lower, bottom layer of the sea will end up depleated of oxygen because the to layers described above do not exchange water and other substances .
The fish, and the fauna on the whole, will not have enough oxygen to respire. The living organisms will die and the fish ends up dead, flowing around in the surface of the sea. The countries surrounding the Baltic tries to limit the fishing. Some people are making fishing quotas in order to make sure that the fish will survive
