The European Commission’s Directorate-General for Education and Culture commissioned ICF to carry out a public consultation to assess the implementation of Council Recommendation 2018/C 444/01 on automatic mutual recognition of higher and upper secondary education qualifications, and of training and credits acquired in study periods abroad.

The Recommendation concerns in particular:

• The recognition of a higher education and upper secondary education/training qualification for the purpose of accessing further studies in another Member State;
• The transfer/recognition of credits acquired during a temporary experience abroad while studying in a higher education and upper secondary education/training programme.

The results of the online survey, which aims to identify challenges, good practices and weaknesses in recognition processes, will feed into the report that the European Commission will present to the Council by the end of the year.
